Lucy is an experienced HR Leader, TUPE and risk specialist and organisational 

change expert with over 18 years’ experience advising Chief Executives, Boards 

and senior leadership teams across public, private and regulated sector organisations.

Her career has focused on supporting organisations through complex workforce challenges where the balance between legal risk, operational delivery and organisational culture is critical. This includes leading large-scale organisational change, workforce restructuring and over 30 TUPE transfers across multi-partner, unionised and politically sensitive environments.

Lucy has held a number of interim HR Director and Head of HR roles, providing immediate senior leadership within organisations of up to 1,000+ employees. In these roles, she has led HR, payroll and learning functions while supporting Boards and leadership teams to navigate change with clarity and confidence.

Alongside transformation work, Lucy is experienced in managing complex employee relations and high-risk cases, providing pragmatic, balanced advice that enables organisations to make sound, defensible decisions.

Her experience spans local government, regulated care services and private sector organisations, giving her a strong understanding of governance, compliance and stakeholder management within complex operating environments.

Lucy is a Chartered Member of the CIPD and is known for her calm, commercially aware approach and ability to bring clarity to challenging situations.
